The heroic and righteous Tian Zao (played by Zhao Lusi) assists the Military Control Commission and the Working Committee in catching spies, and joins the party as a work activist. He shoulders the responsibility and mission of the first-generation neighborhood committee director. He and his childhood sweetheart Tiedan (played by Hou Minghao) help each other and keep pace with their work.
At the early stage of reform and opening up, the baton of neighborhood committee director was passed to Tian Zao's daughter Xiaomin (played by Cai Wenjing).
