From 1959 to 1961, droughts occurred in Hebei and Heilongjiang in the north, and floods in the Huaihe River Basin, the middle and lower reaches of the Yangtze River, and the Pearl River Delta in the south lasted for three years. Natural disasters in those three years caused countless people to become homeless and lose their loved ones! Appointed by the Xinyang Commune of Sheyang County, Village Chief Li Hongzhang led some villagers from Lijiazao to the disaster-stricken areas in the north and south, rescuing countless people and living up to the organization's mandate.
