The story takes place in "Vitellia", a modern country that is prosperous on the surface but undercurrents. This country has advanced technology and economy, but the society is severely stratified, and power is highly concentrated in the hands of the so-called "Maintenance Committee", which is composed of leaders of large conglomerates and senior bureaucrats.
The media in Vitellia are all controlled by the "Maintenance Committee", and the dissemination of information is highly distorted. Major decisions such as urban planning and resource allocation are made by committees, often at the expense of ordinary people's rights for the sake of profit. The committee created a fictitious enemy, the "Shadow Organization," and blamed various social problems on this so-called underground organization as an excuse to strengthen its control over the population.
