Beginnings: In the early 1980s, two brothers, aged sixteen and fifteen, loathe the criminal gangs and take an unconventional path. They build connections in the underworld and establish a force called the Wind-Devouring Society. After killing their way through the criminal world, they become a force that dominates their territory.
Rebirth Through Fire: In the late 1980s, they cooperate with the Empire's regular army and become its informants. Working from within and without, they destroy the laughable criminal underworld, and the Empire enjoys a brief period of political integrity.
Reigning Supreme: In the mid-1990s, an international conflict erupts along the Empire's borders. Meanwhile, an overseas Chinese criminal organization gets involved in the Empire's south, disrupting the arms trade between the Wind-Devouring Society and the regular army. The Society strikes back hard, bathing the Empire's south in blood, reaffirming its position and sovereignty, and defending the dignity of the Empire's regular army.
