A Strange Crisis

Looking for a Book with an Eerie Theme

The protagonist is an ordinary person who takes over a ghost bus and a few employees: one is bonded to a starving ghost, one has been infected with corpse poison, and one overeats. The ghost bus seems to be connected to an incident at a reservoir. The employees were found in an abandoned building in the suburbs. I remember that they eventually entered a ghost city through a subway station.
