While traveling abroad, a retired special forces soldier from the Southwest Military Region, codenamed Falcon, receives a call from his former commanding officer back home. He is tasked with going to Somalia to rescue a Chinese merchant ship and its Chinese hostages, seized by the pirate king known as General.
With support from the intelligence services, Falcon heads to Somalia alone, where he is aided by a beautiful female agent assigned to the region.
When trouble breaks out at a casino in Somalia run by the pirate king General, Falcon encounters Black Shark, a soldier in the French Foreign Legion whom he once met at a military training school. He learns that Black Shark has become a mercenary employed by the Somali government, with the goal of eliminating the pirate king. Falcon decides to team up with the mercenaries to rescue the hostages.
With Falcon's help, the mercenaries successfully destroy several of the pirate king's strongholds, and avoid suffering heavy losses thanks to his assistance.
After locating the hostages and discovering the pirate king's true whereabouts, Falcon secretly infiltrates the pirate base with the mercenaries. After a series of grueling battles, including an assault on the base and the seizure of the merchant ship, they finally wipe out the pirates. As the pirate king tries to escape by helicopter, Falcon shoots it down with a heavy sniper rifle, killing everyone aboard.
Just as Falcon is figuring out how to get the hostages to safety, China's fleet arrives.
