I believe many people will see at least a little of themselves in A Diary of the Urban Enforcement Officers. Whether you’re willing to admit it is up to you; I hope you can accept this book. Wherever there are people, there’s a world of its own. Some charge in, some stroll, some wade through; some stand, some sit, and some kneel… There are no real rules, though there are a few, of course. Some rely on force, some on money, some on connections, and some on their positions. It all comes down to what happens within a limited radius: eight li, ten li, or eighteen li. The most powerful rule the village, the few bullies dominate the countryside, and the handful of ruthless types hold sway in the city. Those with real ability have all gone to the provincial capital. Of course, the ones who temporarily squat at an alley entrance and yap loudly don’t count, though they make up the majority.
