The Intrigues of a Secondment: From Secretary to Village Chief

A veteran was assigned to work at a public institution. Thanks to his strong writing skills, he was seconded to the supervising bureau as a secretary. He served five bureau chiefs in succession, earning widespread recognition for his abilities as a secretary. His many academic papers and news articles appeared in newspapers and magazines, while his essays, poems, and commentaries written outside work were also frequently published. He became well known in the secretarial field. But because of restrictions tied to his status, he could do the work but had no chance of promotion. After ten years of hard work, an opportunity arose for him to take a temporary post as Party secretary in a locally renowned village. He stayed for ten years. First, he focused on village governance, standardizing village rules and customs and fostering a healthy living environment. Next, he worked on developing a new countryside, using a shantytown redevelopment project to create a new village that would serve as the city’s backyard. Finally, he built a first-rate national training center and pioneered new training methods, cultivating talent for the development of agriculture, rural communities, and farmers, and contributing to rural revitalization and the creation of beautiful villages.
