Strange murders plague the capital. Every victim is a high-ranking court official, each found dead in bizarre circumstances with a mysterious mark left at the scene. Shen Jinghong, Vice Minister of the Court of Judicial Review, is ordered to investigate and joins forces with Gu Yanzhi, the newly appointed Vice Minister of Justice. As they work together, they gradually uncover a vast conspiracy behind the cases: someone is plotting to overthrow the entire court.

Shen Jinghong is actually the leader of Tianji Pavilion, the martial world’s foremost assassin organization. He has concealed his identity and entered the court to uncover the truth about his master's murder ten years ago. Gu Yanzhi, meanwhile, is actually a prince of the previous dynasty and the sole survivor of the palace coup. He entered the court to seek revenge.

As they investigate, the two go from mistrusting one another to admiring each other. They eventually discover that the mastermind is none other than the regent himself. He plans to seize the throne and has allied himself with an evil sect from the martial world. The palace coup years ago and the death of Shen Jinghong's master were both tied to him.

In the end, the two join forces to expose the truth. Shen Jinghong leaves his life in the martial world behind, and Gu Yanzhi lets go of his hatred. Together, they protect the peace of the realm.
