Some people are especially eager to become officials. They have a particular talent for passing the imperial exams and a powerful hunger for authority. Yet once in office, they remember only their rights and never their duties. They never earn the people's support. They are always taking bribes, bullying ordinary people, and committing every kind of misdeed. Some face disciplinary action; others are demoted or even dismissed. But they have a talent for becoming officials, so after a while they pass the exams again and return to office. Some even regain their old positions in no time, where they continue their evil ways and bully the people. And so the cycle repeats. Meanwhile, some people want to do good for the people and have the ability to serve them, but they lack a talent for officialdom, so they never get promoted in the bureaucracy...
