Delta Force: Dr. Z

(I'll update if people ask. I'm asleep at midnight, so I can't update then. Sorry.) Dr. R knows people can't be controlled, so why does he still want to control their thoughts? What a strange person. As Z, I wouldn't try to control their thoughts. I'd control their lives.

This is a fan work, so some things will differ, and it includes some unofficial history. The protagonist's morals don't match most people's and may be hard for some to accept, but on closer thought, they make perfect sense when you consider his interests.
