Lingshan was ordered to carry out the "Road to Heaven" strategy and sent Tang Xuanzang to lead an envoy to the Western Regions to obtain the true scriptures. On the surface, this is about religious practice and cultural dissemination, but in fact it involves the distribution of resources between Lingshan and Heaven, the integration of local forces, and the reshaping of power within Heaven. Each member of Xuanzang's team (Sun Wukong, Zhu Bajie, and Sha Seng) has both light and dark responsibilities: completing the study of scriptures, connecting places, and taking into account internal self-examination. As the journey progresses, the team shuttles among local forces and discovers interest chains, bureaucratic backchannels, and system loopholes. They must complete the "True Scripture" task and also test and repair the Lingshan governance system. Through negotiations, raids, espionage, and collaborations, the story ultimately falls on "how rules shape people's hearts" and "how systems purify themselves." The ending contains both personal redemption and the hope of institutional change.
