Everyone in Yufu City knows that their city lord is upright and follows the law in every matter, regardless of whether those involved are close or distant.
The people of Yufu City also know that their city lord is ruthless, quick to kill at the slightest provocation, no matter whether someone is highborn or low. And so Yufu City truly became a place without worry:
No one dared take lost property, and no one needed to bolt their doors at night.
Until one day, a woman arrived in the city.
She happened to arrive on the day of the city’s mass executions.
She asked the city lord, “You take people’s lives for such minor offenses. Doesn’t your conscience hurt?”
The city lord smiled. “No!”
“Why not?” she asked.
“I have no heart, so naturally I have no conscience!”
