When I rule the world, the scholar-bureaucrats occupy 20% and the common people occupy 80%. However, 80% of the land they owned belonged to the scholar-bureaucrats and 20% to the common people. The scholar-official class relied on its power and status to annex large amounts of land and monopolize resources. However, in terms of taxation, they only had to pay 20% of the tax to the court, while the common people, who constituted the majority of the population, bore almost the entire tax burden even though they owned very little land.
