Opening note: Since the reform and opening-up, China’s construction industry has made tremendous strides. Building construction, shipbuilding, municipal works, highways, and railways have all reached world-class levels, leaving even some developed countries far behind. Yet while laws and regulations were still incomplete, some people took advantage of the gaps, giving rise to serious corruption. This novel offers a glimpse into how company executives and local officials collude during the bidding process, conspiring to embezzle public funds. When their crimes are exposed, they try to cover their tracks and silence witnesses. But evil brings its own punishment: no cover-up can last forever, the truth will eventually come to light, and justice will prevail over evil.
