By the Mandate of Heaven, the Emperor decrees:
The Crown Prince, Huai'an, is capricious and unstable in character.
He forms cliques, conspires with factions, and recklessly meddles in state affairs;
repeated admonitions have done no good, and he grows worse by the day.
He is hereby made Prince of Zhennan and assigned a residence in Xunyang Commandery. Without an imperial decree, he may not enter the capital.
So decreed!
