While abroad, the heroine Liberty Phoebe (Phoebe) discovers, after a series of chance events, that her classmates from Country M have suffered health problems from consuming too much contaminated seafood at high-end Neon Country restaurants they frequent. It all stems from Neon Country's conspiracy to release nuclear-contaminated water, triggering a wave of social panic that spills into the heroine's campus life. Forced to hide wherever she can, she watches the truth unfold like a row of dominoes, each revelation setting off another in a cascading chain reaction.
