The State Council issued the "National Emergency Plan for Large-scale Power Outages" on November 26, 2015. This book provides an in-depth analysis of the differences between this plan and the 2005 version of the plan in terms of scope of application, classification standards, organizational system, emergency response, monitoring and early warning, and information reporting. It is hoped that relevant full-time personnel from government emergency management departments, electric power enterprises, people's government power operation departments and energy regulatory agencies can use this book to gain a deeper and more comprehensive understanding of the connotation of the "National Emergency Plan for Large-area Blackouts", and take the release and implementation of the "National Emergency Plan for Large-scale Blackouts" as an opportunity to comprehensively improve my country's power safety and emergency response and even the emergency management level of social emergencies.
