40 Years of Theory and Practice in Establishing Standing Committees of Local People's Congresses

The establishment of standing committees of local people's congresses at or above the county level is an important measure to develop and improve the people's congress system. Local people's congresses and their standing committees adhere to the organic unity of the Party's leadership, the people's ownership of the country, and the rule of law, perform their duties diligently, forge ahead, and make important contributions to local reform, development, and stability. A symposium to commemorate the 40th anniversary of the establishment of the Standing Committee of the Local People's Congress was held in Beijing on July 18, 2019. In order to better summarize the practices, achievements, and experiences of the 40 years since the establishment of local people's congress standing committees, and to further strengthen and improve the work of people's congresses in the new era, the Research Office of the General Office of the National People's Congress Standing Committee organized and edited this book. This book collects Chairman Li Zhanshu's speech at the symposium, Vice Chairman Wang Chen's speech at the symposium and relevant news reports. It is divided into three parts and includes symposium speech materials and communication materials, articles provided by local people's congresses, etc., To show the theoretical and practical innovation of the People's Congress system from multiple levels and angles, as well as the achievements and progress of local people's congress work. The first part is an exchange of speeches at a symposium commemorating the 40th anniversary of the establishment of the Standing Committee of the local people's congress; the second part is an overview of the 40 years of the establishment of the local people's congress standing committee; the third part is a study of the work of the local people's congress, organized by themes such as legislative work, supervision work, representative work, exercise of decision-making power on major matters, self-construction, and comprehensive.
