The Reform Movement of 1898 failed, and the late Qing Dynasty lost its best opportunity to change and become stronger. The modern loser traveled back to a parallel world and was reborn when Tan Sitong was 12 years old. He integrated his forces, joined forces with his father Tan Jixun, and operated in multiple ways, step by step to reach the peak of power. He rectified the government, trained new troops, perfected the legal system, offered light corvees and low taxes, and generous rewards for farmers. He defeated Japan in one fell swoop in the Sino-Japanese War of 1894-1894, sailed warships to Shimonoseki, forced Japan to cede Kyushu Island, and returned home to assist Emperor Guangxu in completing the constitutional monarchy, becoming the most powerful country in the world.
