A distant 800 years ago, the kings of twenty countries united to fight against evil enemies. After the victory, the twenty kings created a joint government called the World Government to maintain world peace. In order to express the "mutual equality" among the kings, they set up an empty throne in the center of the holy city of Mariegioa, inside Pangu City. This is a throne that no one can sit on. The twenty kings inserted their own weapons into the rings around the throne to protect this symbol of peace that no one could touch, and swore an oath never to have a dictatorial heart. Gradually, more and more countries join the world government, making it more and more powerful. World Government literally pretty much rules the world. The descendants of the twenty kings are called world nobles and claim to be descendants of gods. These gods are the Celestial Dragons.
