The Underworld manages the reincarnation of living beings. But there is a group of souls who are kindhearted, virtuous people in every life, carrying great merit. By all rights, their next lives should be happy ones, blessed with happy families. Yet in every life, they die young, and investigation always reveals that they died saving someone. The Underworld's staff are at their wits' end dealing with them. Before long, each one returns after reincarnating, having gained a little more merit but enjoyed nothing else.
The Spacetime Bureau exists to maintain the stability of the three thousand worlds. Its tasks range from protecting entire worlds to fulfilling the wishes of individuals, and they are too numerous to count. Becoming a quick transmigration agent requires both impeccable character and professional ability, leaving the Bureau desperately short-staffed.
And so the Underworld and the Spacetime Bureau joined forces, establishing the Transmigration Department to oversee missions across the three thousand worlds. It specializes in sending people with great merit to transmigrate to other worlds, complete missions, and live out fulfilling lives.
Each world has one protagonist. There are both male-female and male-male pairings. Content warning: original couples are broken up.
