Leo originally wanted to be the freest man on the seas, but for various reasons, he ultimately sets out to overthrow the World Government. Years later, beneath the throne that symbolizes supreme power, Leo tells the other contenders, “I don’t want to be king, but I will become the guardian before the throne. Only those I approve of will be worthy of sitting there.”
