For details, we have to look at the Ksitigarbha Sutra. It is recorded in the Sutra that Sakyamuni Buddha preached the Dharma to his mother, Lady Maya, in the Trayastrim Palace (the second heaven of the six heavens in the Desire Realm), and praised Ksitigarbha Bodhisattva for his magnificence: "If hell is not empty, he will never become a Buddha, save all sentient beings, and achieve Bodhi."
