Ito Hirobumi studied in England as early as the Bakumatsu Restoration period and accepted the baptism of Western civilization. After the Meiji Restoration, he formulated the constitution, established a parliament, and served as the first prime minister, establishing the framework of modern Japan. However, later generations did not have a very high evaluation of Ito Hirobumi, thinking that he was a politician without a philosophical mind, a realist without deep thought, and the driving force behind the annexation of South Korea. However, this is not necessarily the case. This book examines Ito Hirobumi's entire life trajectory in detail from the three perspectives of "civilization", "constitutional country" and "national politics", and clarifies his neglected thoughts and national concepts.
