Decades ago, a young mermaid wandered through foreign waters for fun and ran into a group of pirates who tried to capture it. It fled desperately, and just as they were about to catch it, it came upon a Chinese freighter heading out to sea. The Chinese crew aboard rescued it.
When the Dragon King learned what had happened, he punished it by sending it ashore to repay the debt and do good deeds. In truth, he was also trying to protect it. The mermaid took human form and was reborn as the youngest daughter of the Li family.
