Locke transmigrates into the role of an inspector for the Maritime Tax Bureau and awakens a Tax System. Every successful tax collection earns him all kinds of rewards!
So from the start, Locke goes straight to the great pirate Donquixote Doflamingo: “Mingo, pay your taxes!”

Just as the Celestial Dragons are about to promote Locke to their ranks, he turns his tax-collecting sights on them:
