Set during the reign of Emperor Taizong of Song, the story follows Cheng Siyuan, who transmigrates to the Song dynasty and becomes a Supervising Censor. After witnessing corruption among officials and the hardships endured by ordinary people, he resolves to push for political reform. With Emperor Taizong's support, Cheng Siyuan uses his supernatural abilities to investigate corrupt officials and carry out the first round of reforms. The reforms face opposition from conservatives, and Cheng Siyuan's life is put in danger. In the end, however, he succeeds with the emperor's backing, ushering the Song dynasty into an era of relative integrity.
After Emperor Taizong dies, Cheng Siyuan helps Emperor Zhenzong quell factional strife and consolidate imperial power, bringing the Song dynasty to the peak of its strength. Emperor Zhenzong also makes full use of Cheng Siyuan's talents, appointing him as Grand Councilor and giving him immense influence at court. After Emperor Zhenzong's death, Cheng Siyuan's political career draws to a close, and he begins preparing to retire. He returns to his hometown, opens a school to nurture talent, and continues to follow current affairs, becoming a model for the local community. In the end, Cheng Siyuan is laid to rest in the same tomb as Emperor Taizong and Emperor Zhenzong, and the mission he pursued in life is fulfilled.
Though later generations forget him, the reforms Cheng Siyuan and the two emperors worked to advance, along with the principles and examples they left behind, continue to influence and advance China's political system centuries later. History rises in a spiral: people may pass away, but their spirit endures.
