Apocalypse or Just Everyday Life?

[Apocalypse (Though it doesn't really feel much like one), Superpowers, Monsters, Sci-Fi, Battles, Daily Life]

The world is being consumed by a mysterious substance. The entire city is buried under ice and snow, and anyone exposed to the substance turns into a horrifying monster. People build barriers to hold back the cold wave and establish a city within them. A girl named Ling Meng gains the power to change things. What kind of story will unfold for her in this city?
