For generations, all under heaven followed Qin's political system. The Han inherited Qin's institutions. Qin Shi Huang laid the foundations of Chinese politics, and Emperor Wu of Han brought them to completion. After Ye Muhan transmigrated, he helped Emperor Wu build a unified empire, giving rise to the mighty Han. Chinese politics reached maturity from that point on. But once the political system was perfected, Emperor Wu began relying solely on his own judgment, treating the people as mere grass in order to secure his supreme imperial authority. Ye Muhan broke with the emperor. He would make Emperor Wu realize that the people were the true foundation of the mighty Han, and make him apologize to them.
