On October 13, the Central Branch and the Central Government Office held a meeting in Ruijin of the main responsible persons of the former Central Committee of the Communist Party of China and the central government departments remaining in the Soviet Area, and announced the establishment of the Central Branch and the Central Government Office. The Central Bureau initially consisted of five people, including Xiang Ying, Chen Yi, Chen Tanqiu, He Chang, and Qu Qiubai. Later, Deng Zihui, Zhang Dingcheng, Tan Zhenlin, Liang Botai, Mao Zetan, Wang Jinxiang, and Li Cailian were added as committee members. Secretary Xiang Ying, Organization Minister Chen Tanqiu, Propaganda Minister Qu Qiubai, and Secretary of the CPC Central Committee Branch Li Cailian. Chen Yi, Director of the Central Government Office, Liang Baitai, Deputy Director, and Xie Ranzhi, Secretary-General.
