In 1950, a flood occurred in the Huaihe River system that occurs once every 10 years. 43 Million acres of farmland were flooded in Henan, Anhui, and Jiangsu provinces, and more than 13 million people were affected. The disaster was very serious. Chairman Mao Zedong immediately ordered the preparation of a plan to guide the Huaihe River, and then issued a great call to "repair the Huaihe River." Under the personal chairmanship of Premier Zhou Enlai, in October 1950, the Government Affairs Council issued the "Decision on the Governance of the Huaihe River" and formulated the Huaihe River governance policy of "storage and discharge while raising funds". In November of the same year, the Huaihe River Governance Committee was established to provide unified leadership for the Huaihe River governance work. After 1958, the Huaihe River control work was carried out by each province, and the leaders of each province directed the staff to build a number of valley reservoirs and various irrigation projects.
