Empowerment Program

Suddenly, people with superpowers appeared on the earth. They were called empowered people because they were given superpowers by God. The United Nations naively believes that this is a gift from God. As long as the enablers are carefully studied, modern science and technology can make a leap. However, the robbed banks, destroyed police stations, and ravaged laws shattered their illusions. Ordinary people simply cannot control their desires after suddenly gaining powerful empowerment, and they begin to commit crimes for their own benefit. Normal police can no longer deal with these empowered people with special powers, so the empowerment plan came about. The United Nations decided to select people with sufficient talent and wisdom from all over the country to give these people a certain amount of power to fight against the criminal-minded enablers. These empowered people are called empowerers.
