Not as good as Liu Bang, Emperor Wu of the Han Dynasty, Wen Jing, and Emperor Xuan of the Han Dynasty. Maybe Wang Mang was not as good as them in his life. He was just a side character and became a powerful minister through the back door. The first powerful official in history to change dynasties set a precedent for subsequent powerful officials to follow suit. That's why Wang Mang was mythologized.
