Everyone says the emperor is incompetent, but Qin Xiang discovers that Emperor Ling of Han also wants to be a good ruler. He simply lacks the ability. So Qin Xiang reluctantly helps him achieve what he wants. Starting out in Liangzhou, a poor and bitterly cold region with a population of just 700,000, its numbers no match for even a single commandery in other provinces, Qin Xiang sets out to turn it into a paradise beyond the frontier. Then the White Dragon Cavalry of Xiliang will ride across the land.

Very historically accurate writing
