Reform Government

This book provides ten "prescriptions" for the serious bureaucracy in both the public sector and private companies in the United States. The author proposes that the most important method is to use "entrepreneurship" to overcome bureaucracy, that is, the government should pay attention to actual results and allocate funds based on results rather than inputs. The government should conduct total quality management, use performance data to identify problems, provide employees with available means to analyze problems, identify their root causes, formulate solutions, and implement them. Many important government officials in the United States, especially President Clinton, spoke highly of this book.
