The Liang Xudong case is the first case in China that defines a gang organization. In 1989, he was cracked down many times by the Dehui City Public Security Bureau for fighting and reselling car freight bills; but Liang Xudong did not want to change. Instead, in early 1993, he gathered "two labor" interpreters Chen Bin, Zhang Hongyan, Sun Dianliang and others in Dehui City to carry out illegal and criminal activities such as gathering fights, picking quarrels and provoking troubles. A gang of underworld criminal gangs headed by Liang began to form. On September 19, 2000, Liang Xudong and four others were taken to the execution ground for execution.
