Bai Baoshan, a native of Shijingshan, Beijing, lost his father when he was 3 years old and was sent to live with his grandfather in his hometown in Hebei Province. He returned to his mother in Beijing when he was 13 years old and studied for enlightenment. He dropped out of school two years later. He was released from prison in 1996. He encountered difficulties when applying for household registration and setting up a stall for business. He embarked on a criminal path of robbing guns, shooting military police personnel and civilians, and robbing money. He was captured by the police again on September 5, 1997, and was sentenced to death in March 1998. He was subsequently shot. He was known among the people as "China's No. 1 Gangster."
