Starting from the Sixth Plenary Session of the Eleventh Central Committee of the Communist Party of China, Deng Xiaoping became Chairman of the Central Military Commission. At the 12th National Congress of the Communist Party of China, he proposed: "Follow your own path and build socialism with Chinese characteristics." He was elected as a member of the Standing Committee of the Political Bureau of the CPC Central Committee, and also served as Chairman of the Central Military Commission and Director of the Central Advisory Committee.
At the 13th National Congress of the Communist Party of China, Deng Xiaoping presided over the opening ceremony. The First Plenary Session of the 13th CPC Central Committee decided that Deng Xiaoping should be appointed Chairman of the Central Military Commission. He proposed using the concept of "one country, two systems" to resolve the issues of Hong Kong, Macau and Taiwan and realize the great cause of reunification of the motherland.
