In the first season, the research institute really had to explode. If all the viruses in a research institute of that level were leaked, humanity would be extinct in no time. It would be faster than zombies killing people. The doctor just wanted to lead everyone to die together, but he did it wrong. Even exchanging death for relief would not be too much.
