I Convinced Koby to Go Undercover in the Navy from the Start

Yi Zhan originally planned to join the Navy's logistics department, build up his credentials, abuse his position for personal gain, and get a Devil Fruit to save his life.

But through a twist of fate, he ended up bound to the Alvida Pirates.

With no other choice, Yi Zhan set out to save the Alvida Pirates. To keep them from becoming a "sea-based transport fleet," he had to trick Koby into infiltrating the Navy.

Yi Zhan: "I really want to join the Navy, but life won't let me."

Koby: "I'm a sinner in the Navy. Because of me, the Navy Headquarters warehouse was robbed during the Summit War, and somehow I got promoted."
