In the World of One Piece, Akainu's Disciple

What kind of person is Cromwell?

You can find out from an interview with Admiral Akainu, his mentor and father figure, published in the Marines' newspaper.

When asked about his student, Sakazuki replied:

“He's far too radical. In fact, no Marine has ever been as radical as he is.

And honestly, I don't think this kind of radicalism is appropriate.

The Marines don't need to make enemies everywhere.”

For even the famously hardline Admiral Akainu to make such a remark shows just how Cromwell usually behaves.

As for exactly how radical Cromwell is, that's the story we're about to tell.
