Naruto in the City: The Age of Shinobi

Qin Hao transmigrates to the Warring States period of the Naruto world and becomes a member of the Uchiha clan. He becomes sworn brothers with Uchiha Madara and Hashirama. During the Battle of the Valley of the End, he takes on both of their strongest attacks at once. He should have died, but when he wakes up, he finds himself back on Earth in a parallel world!

Except this world isn't quite like Earth. Every country uses chakra, every country has ninjas, and wars between nations are fought by ninjas!

Could someone tell me: why is their highest rank only the mere Kage level?

Why have they never heard of kekkei genkai?

Why can a single C-rank jutsu sell for millions?

When the hottest star, Zhao Ying, publicly announces her standards for a boyfriend, she says anyone below near-Kage level need not apply?

Looking at this news report and the thousand or so ninjutsu he copied with his Mangekyo Sharingan, Qin Hao can't help but feel lost:

"Just what kind of world is this..."
