Naruto in the Modern City

After Xiahou Baili fused the Nine-Tomoe Rinnegan and the Tenseigan in the Naruto world, he sealed Kaguya Otsutsuki. The resulting surge of power tore open a spatial wormhole and sent him to a parallel world much like Earth. In this world, however, everyone cultivated chakra, and ninjas were the defining force of society, ruling over everything. But Xiahou Baili couldn't understand it. Why did this world have no Kekkei Genkai? Why were there no forbidden jutsu? And why was its strongest fighter barely at the Kage level?
