I Contracted Humanity in the Era of Extinction

Han Zheng was the youngest chief engineer of the Global Coastal Defense Plan. After the disaster failed, hundreds of millions of people died, and he became a sinner cursed by the whole people. Six years later, a mysterious motorcade sent him to a city of death known as the "Ninth Heights" and asked him to restore water supply, power, food, education and security within eighteen months, otherwise the city of 1.2 Million people would be completely abandoned. Han Zheng originally thought that he was just cleaning up the mess for others, but gradually discovered that the last embryonic factory of the old civilization was buried under the Ninth Highland, and all the highland regimes around the world wanted to turn this place into their own womb. So, a man with an infamy led a group of criminals, deserters, scavengers, hackers, doctors and teenagers who had lost their families to restart humanity in the worst ruins. While fighting hunger, epidemics, riots, cold waves, and external warlords, he has to face a more cruel question: Who is qualified to enter the new civilization? Should the law be rebuilt first or the granary? When resources are only enough to save half of the people, who should sentence the other half to death?
