After the Battle of Songhu broke out in 1937, Shanghai and Nanjing fell one after another, and the Nationalist Government moved its capital to Chongqing. The Japanese army implemented the strategy of "using China to control China" in the occupied areas, supported the Wang puppet regime, and at the same time established a special high-level course to strengthen intelligence control.
