In the Pokemon City, I Travel Between Two Worlds and the Pokemon Anime!

The protagonist, Li Qiu, transmigrates to a city where Pokemon are commonplace.

He also has three golden fingers.

1: The All-Knowing Eye, which lets him inspect all kinds of things.

2: A space-time door that lets him travel between worlds.

3: A scroll that lights up silhouettes when he makes contact with them and records them.

When Li Qiu passes through the space-time door to explore this unknown world,

he discovers that the other side leads to the animated world of Pokemon.

There's Ash with Pikachu on his head, and a Shiny Fearow streaking across the sky and leaving a rainbow in its wake.

Memories from his childhood are now right before his eyes.

Li Qiu: "I caught a Pokemon!"

Li Qiu: Author, isn't this a little awkward?

Cat: What do you know? This is what childhood is all about! I think?
