Naruto: Ranking the Worst Leaders Leaves Konoha in a Panic!

The Heavenly Dao's rankings descend upon the ninja world, starting with a list of the Ten Worst Leaders.

Third Hokage: I won the Second and Third Shinobi World Wars! How am I the worst leader?

Tsunade: Did my bad luck spread to Konoha? It got destroyed several times during my term!

Danzo: I'm the Fifth-and-a-Half Hokage? You bastards are dead!

Tobirama: Damn it! Six of the Ten Worst Leaders are from Konoha?

After the rankings are revealed, all of Konoha is left reeling! A Hokage who uses schemes against his own people! A Hokage with truly terrible luck! A Hokage who had the best possible start but accomplished nothing! A Hokage with the worst political instincts and the lowest work efficiency...

Konoha... If Lord Tobirama doesn't come back to lead everyone, there's no way we can stay here!

The other ninja villages and the daimyos can only sigh in amazement. Thank goodness Konoha keeps producing geniuses like these, or the whole world would have been ruled by Konoha by now!

Hashirama: Could the shinobi village system I created really have been a mistake?

Madara: Hashirama! You should have combined Susanoo-Clad Kurama with me back then!
