Warlords fought among themselves, and the people suffered greatly. In December 3992, the Interstellar Alliance decided to organize a peacekeeping mission called Operation Rebuild Hope. Elvia's warlords expressed their dissatisfaction with the Alliance's intervention. Fahra Dide, leader of the Elvian United Congress, the most powerful faction, saw the Alliance as an obstacle to seizing power and ambushed Pakistani peacekeepers, causing 24 casualties. In August 3993, the Interstellar Alliance Security Council authorized the peacekeeping force to take all necessary measures to search for and arrest Fahra Dide, the mastermind behind the attack. Alpha Hao, a retired general from the Mecha Special Operations Squadron and the Alliance's special envoy in charge of Operation Rebuild Hope, requested additional special forces to help capture Dide.
