You Were Put in Charge of the Ministry of Revenue, So Why Are You Greedier Than Heshen?

The 58th year of the Qianlong reign.

Chen Ang, Vice Minister of Revenue, presented irrefutable evidence in court accusing Heshen of embezzlement, abuse of power, deceit, and other crimes.

Emperor Qianlong flew into a rage. He immediately stripped Heshen of all his posts and threw him into the death cell.

Afterward, Chen Ang was appointed Minister of Revenue, putting him in charge of the Qing dynasty's coffers.

From then on, the entire Qing dynasty entered the Age of Chen Ang.

A saying spread among the people: "Of every ten taels of tax silver in the realm, Chen Ang keeps eight."

An unwritten rule of officialdom went: "Of the court's nine ranks and eighteen grades, every one lies in Grand Secretary Lu's hands."

Before long, Heshen used his connections from the death cell to send a secret memorial to Qianlong.

After reading it, Qianlong raged: "I never expected Chen Ang to be even more corrupt than Heshen, after putting him in charge of Revenue."

So Qianlong ordered Heshen released, and the two then devised the "pig-raising plan," which would be ridiculed by posterity for a thousand years.
